The Access Point to Homeless and Low-income Services in Portland
The Community Service Center (CSC) is the entry point for all clients going into shelter and for thousands seeking basic services throughout the community. The CSC provides access to the services of Transition Projects, and to services throughout the community.
The Community Service Center serves several hundred people each day.

The Community Service Center staff provides resource information and the following services to homeless and other very low-income adults. Located at the corner of Northwest Glisan Street and Fifth Avenue, the Community Service Center is open:
Monday through Friday
8:30 AM to 12:00 Noon
1:00 PM to 4:30 PM

The staff assesses each person's needs. If the person's needs can be met through Transition Projects' services, the person will be set up for those services. If needed services are available through other agencies, staff will refer the person to the appropriate agency.

Shelter Waiting List [return to top]
For admission to Dr. Rodney Glisan Men's Shelter and Jean's Place Women's Shelter / Transitional Housing. After placement on waiting list, persons are asked to check in once every seven days before 3:00 PM. A TB card is required before accessing shelter services.
Free TB (tuberculosis) testing is available at the Salvation Army, 131 SW Ankeny, from 1:15 PM - 3:15 PM on Mondays and Wednesdays.

Food Boxes [return to top]
Food box vouchers are available Monday through Friday at 8:30 AM. Persons must have picture ID and proof of downtown address. Five food box vouchers to First Baptist are given on Mondays and Thursdays. Ten food box vouchers to First Presbyterian are given on Tuesdays, Wednesdays and Fridays.
Food box vouchers are given on a first-come, first-served basis and are only valid on the day received. A person may receive one food box voucher every thirty days to each church.

Clothing and Showers [return to top]
Access to showers and clothing room is made available to women at 9:00 AM and men at 1:00 PM, Monday through Friday. Women may sign up starting at 8:00 AM; men may sign up starting at 12:30 PM.

Rent/Deposit Assistance and Eviction Prevention [return to top]
Transition Projects offers move-in, eviction prevention services, housing search, negotiation, and advocacy services to homeless and very low-income single adults in the Multnomah County area.
- If you are 55 year old or older, you will be referred to Northwest Pilot Projects (503) 227-5605.
- If you are under 21years old, you may be referred to a youth agency.
- If you have children, you will be referred to a family service center.
- If you have been in a TPI shelter or housing program in the past year, you may be referred to your case manager for further services.
- If you have already received financial assistance through this program, you may be turned down.
- We cannot pay past due rent owed to previous property managers and we cannot pay late fees, fines, or money owed on property damage.
We are going to provide priority to those who are chronically homeless as defined by HUD. People who are chronically homeless are those who have a disability AND have either been homeless for a one year or homeless at least four times in the past three years.

We will try to meet with the first three people who sign up. We may see more than three people, as some people may not qualify for assistance at this time. You may or may not be seen if you are not in the top three people.

Identification Assistance [return to top]
Tuesday through Friday at 8:30 AM and 1:00 PM, four people are provided funds to pay for picture ID or Birth Certificates. A person may receive funds for an ID or Birth Certificate once every two years.
Information about how to obtain an Oregon Identification Card is available in the Community Service center on an ongoing basis. The staff can assist in obtaining the documents necessary to secure an ID. Monetary assistance is also available for Birth Certificates, if necessary for obtaining Oregon ID. Proof of identity must be provided to receive funds. A list of DMV-required back up ID is available here.

Mailing Address [return to top]
People may use TPI as a mailing address and may receive address verification statements to that effect. Photo ID is required in order to receive mail. Mail is available during the following hours: Monday through Friday, 3:30 PM to 4:30 PM, and 5:00 PM to 6:00 PM. If mail is not picked up within two weeks, it is returned to sender.

Message Services [return to top]
People may use TPI as a phone message service. Photo ID is required in order to pick up messages. Messages are available during general CSC hours and mail hours. Messages must be picked up within one week.

Telephone Use [return to top]
A telephone is made available on a limited basis during Community Service Center hours. Telephone use is restricted to three minutes per call. Long Distance Telephone is available for emergency situations only.

Verification of Homelessness [return to top]
People may bring in Verification of Homelessness forms from the Housing Authority of Portland or Oregon Department of Human Services to be signed.
